He seems to be moving swiftly and purposefully, as evidenced by his bent right knee and his jacket folding back on itself from the wind. He is placed on a grand, granite pedestal inscribed with his name and facts about him.

Rhodes was the governor of Ohio from 1963-1971 and again from 1975-1983.
