A monument made of Atlas white cement with Georgia white marble used as aggregate. The front has a relief of a wagon wheel on one side and of an auto tire on the other with an eight-inch fragment cube of the original first concrete street in America (Court Avenue in Bellefontaine, Ohio) in the center.

Bronze plaques in the center of the front of the monument state "This is the first Portland cement concrete street built in the United States. Constructed in 1891. Here started the better roads movement which has given our citizens from coast to coast swift and sure transportation. 1891 - 1941" and "Erected by the Bellefontaine Junior Chamber of Commerce."

The monument was part of a large Golden Jubilee celebration of the first concrete street in American held in Bellefonatine in 1941.

The sculpture also functions as a time capsule, with an 18-inch air-tight copper tube embedded in the monument that is filled with various records and photographs that detail the planning of the Jubilee.

The monument sits on the south side of the Logan County Courthouse facing Court Avenue.
